They are not symmetrical; each has different strengths and weaknesses and their units vary in their stats, but they all do share common archetypes and basic unit roles (i.e. they all have a tier 1 infantry and they will be similarly in price and efficacy, but each unit may have different possible upgrades, abilities, and veteran stats). Next to this every faction will have their own unique commanders.
